Facing daunting liabilities from investments in the Prairie States Energy Campus and a local nearly idle natural gas turbine peaking plant, Paducah Power got an earful from irritated customers who attended a city commission meeting Tuesday to complain about oppressive rates. After forsaking TVA as its power provider in favor of the southern Illinois Prairie States start-up, Paducah Power was forced to raise rates and add a surcharge when the Illinois power plant failed to achieve the predicted economies of scale. Ratepayers in one Illinois community have served notice they are filing suit. Other communities are looking for relief from ssive rates.
